Support to Preparation of Conference and Report on Implementation of Association Agreement in 2018

On February 2019 in Kyiv the Conference on presentation of the results of the Association Agreement between Ukraine and the EU in 2018 took place. The Conference was organized by the Office of Vice Prime-Minister of European and Euro-Atlantic Integration and the Government Office for Coordination on European and Euro-Atlantic Integration with the support of the EU project Association4U. At the conference, the Report on the implementation of tasks foreseen by the Association Agreement has been presented. The Report is aimed to inform citizens, representatives of NGOs and international community regarding the progress that Ukraine made in implementing the objectives of political and economic integration to the EU in the reporting year.

Among the key speakers were Deputy Prime-Minister Ivanna Klympush-Tsуntsadze, Director General of the Government Office Olga Stefanishyna, Head of the EU Delegation to Ukraine Hugues Mingarelli, representatives of legislative and executive authorities along with the coordinators and experts of partner international projects and research institutes.

               

The main speech was delivered by the Deputy Prime-Minister Ivanna Klympush-Tsуntsadze who highlighted that “Comparing to 2017 the progress in the implementation of the planned tasks has risen up by 11% in 2018 and amounts 52%. The tasks that have not been carried out during the previous years are being smoothly implemented at present”. 

During the presentation, the Director General of the Government Office for Coordination of European and Euro-Atlantic Integration Olga Stefanishyna pointed out that Ukraine has achieved the largest progress in such areas as entrepreneurship, agriculture, elimination of technical barriers in trade, social policy, labor policy, financial sector, and energy. In particular, during the last year, Ukraine has managed to complete the fulfillment of obligations foreseen by the Association Agreement in 2017.

The evidence of the reinforced institutional capacity reports of the adoption of 11 Eurointergration laws and 10 draft laws adopted in the first reading. In general, the Roadmap of legislative support contains 56 laws on European integration that are maintained on agenda.

According to the results of the Report, Ukraine has developed and approved the new technical regulation, norms of standardization and metrology that are necessary for the signature of the Agreement on Conformity Assessment and Acceptance of Industrial Goods (ACAA). The most successful area in terms of the AA is the deep and comprehensive free trade area. In this way, the foreign trade turnover of Ukraine has increased and amounts 42% of the entire export.

The Director General of the Government Office for Coordination of the European and Euro-Atlantic Integration Olga Stefanishyna added, “The progress Ukraine made allowed to start a real sectoral integration that is underpinned by a decision of the EU-Ukraine Summit and Association Council. From now, the European integration of Ukraine is not just a common position or a political course fixed in the Constitution. European integration is a chance that cannot be wasted.”
