Training "Regulatory Impact Assessment" for the Ministry of Infrastructure

On June 27, Association4U trainers and experts conducted a one-day training "Regulatory Impact Assessment" for the Ministry of Infrastructure of Ukraine and subordinated organizations.

In order to effectively transfer to the civil servants of the Ministry of Infrastructure the basic theoretical and practical knowledge on the assessment of regulatory influence and how to apply it in the context of the Association Agreement and the DCFTA, the senior trainer of the Association 4U Project Lyudmila Chernyaha, the younger trainer of the Association 4U Project Tetyana Palamarchuk and Senior Sector Policy Fellow Iaroslav Petrakov organized and conducted a special day-to-day training "Regulatory Impact Assessment".

The training was attended by representatives of the profile departments and departments of the Ministry of Infrastructure, PJSC "Ukrzaliznytsya", PJSC "Ukrposhta", State Enterprise "Administration of Seaports of Ukraine", state enterprise "State Motor Transport Research and Design Institute", State Agency of Motor Roads of Ukraine (Ukravtodor) The State Service of Ukraine for Transport Security (Ukrtranssbyptica), the State Aviation Service of Ukraine (State Aviation Service) and other subordinate organizations.

In the first part of the training, Senior Sector Policy Fellow Iaroslav Petrakov updated the knowledge of the participants in the policy of the Government of Ukraine on the implementation of the Association Agreement and the implementation of the DCFTA in the context of the development of infrastructure and transport.

In the second part of the lesson, the expert, with the help of interactive teaching methods, introduced the participants to the objectives of the assessment of regulatory influence, its role in shaping the sectoral policy, the expected and possible unpredictable consequences of the implementation of legislative changes. An expert view was also presented on the relevance of changes to reality ("reality check") and the evaluation of regulatory impact on different types of legislation. "The specialist must be able to carry out a detailed study of the external and internal environment in advance of any change in the sector of his responsibility, to anticipate all possible positive and negative consequences of making a specific decision. This is especially important in the area of ​​critical infrastructure and transport safety, "said senior expert Iaroslav Petrakov during a speech.

The third part of the training was devoted to the implementation of practical tasks aimed at consolidating the theoretical knowledge gained and developing the practical skills of sectoral SWOT analysis and presentations of the work. "The result of SWOT-analysis should be the formation of a generalized information potential for the implementation of a specific directive, the EU regulation. There should be effective decisions on their effective application, an adequate assessment of regulatory influence, "Iaroslav Petrakov stressed, summing up the results of the practical part of the training.

An open and interesting session was interesting and useful, during which there was an exchange of views on the peculiarities of the implementation process of the Association Agreement and the implementation of the FSC in the field of infrastructure and transport. Participants also shared their impressions of the training, thanked the Association 4U for its organization representatives and expressed their wish to continue learning about the practical impact of changes in legislation.
