Induction Training for Association4U Fellows in USESTI

On 19 February, a two-weeks Induction Programme Training for Senior, Associate and Junior Legal Approximation and Sectorial Policy Fellows began at the Ukrainian State Employment Service Training Institute (USESTI).

The first day of the training was attended by 23 newly appointed Fellows of the Project placed in GOCEEI, OVPM and line Ministries, as well as the staff of USESTI, civil servants of the Ministry of Environment, Ombudsman office and representatives of the Reform Support Team Project implemented in the MENR.

The training began with a welcoming note by Genadii Marianenko, Deputy Head of USESTI, and Dr. Janos Zakonyi, Team Leader of the Association 4U project. Mr. Marianenko expressed his gratitude to the Project for its confidence in the institute and future cooperation opportunities.

In his welcoming words, Dr. Janos Zakonyi presented the A4U Project and Fellowship Programme to participants, drew attention to the importance of implementation of AA/DCFTA, and called on participants to make use of their skills and experience and to start their work in a positive manner.

Also, Dr. Zakonyi presented the Action Plan on implementation AA/DCFTA, developed in line with the priority action plans of the Government and strategic documents on sectoral reforms.

During the programme the following major themes will be addressed:

  • The EU-UA Association Agreement/DCFTA and what they mean to Ukraine
  • Planning, monitoring and coordination of AA implementation
  • Introduction to EU law and EU legal approximation
  • Law Making and Legal Drafting
  • Introduction to DCFTA
  • Evidence-based Public Policy Making
  • Public Administration reform in the context of the Ukrainian Civil Service

(International experience)

  • Regulatory Impact Analysis
  • Communication skills&negation techniques

Upon completion of this Induction Training for Legal Approximation and Sectoral Policy Fellows, the Fellows trained will start their work in Government Ministries and will benefit the Association4U Project’s key beneficiary – the Government Office for the Coordination of the European & Euro-Atlantic Integration.
